In December 2011, Congress passed a much debated payroll tax holiday through February 2012. Part of that legislation was another extension of Extended Benefits which are charged against municipalities. As a result, the PA General Assembly must pass legislation to take advantage of this extension. SB 1375 has been introduced in the Senate.  Review SB 1375

The language provides no protection for municipalities. This bill could receive support in both the House and Senate in PA as it provides for extended benefits which are paid by the Federal government, except in your case.  The members of the General Assembly will be hard pressed not to pass this legislation which will be advertised as free UC benefits since the Federal government will pick up the tab for the vast majority of employers.
 
Thus, while we believe you can’t stop this bill, we believe you should contact your representatives to voice your displeasure with the bill AND the fact that it does nothing to address the greater issues facing your school districts and the ever rising costs associated with unemployment compensation benefits.
