Doing More with Less: A Practical Guide to Public School Furloughs, Demotions, and Reorganizations
Pennsylvania school districts and other public school entities face mounting financial pressures. Act 1 index limitations, the expiration of federal ESSER funding, declining real estate assessments, rapidly increasing special education and healthcare costs, and rising charter school expenditures are forcing many previously stable school systems to consider difficult staffing decisions.

He will provide a step-by-step guide to planning and implementing economic furloughs, traditional furloughs, demotions, and district reorganizations designed to control costs while maintaining essential educational services.
